The following year, Amtrak reached commercial close with the execution of a Master Development Agreement with Penn Station Partners to redevelop and expand the transportation facility. Planning and development began in 2018 after the Baltimore-based developer, Penn Station Partners, led by Beatty Development Group and Cross Street Partners, was announced as the selected Baltimore Penn Station Master Developer. Construction of the new station expansion is projected to start in fall 2022. Transit functions, such as ticketing and baggage, will be relocated to the new station expansion, freeing up the concourse level of Penn Station for commercial and retail uses. Just to the north over the tracks from Penn Station, a brand-new, state-of-the-art station expansion will be integrated with the existing station and with a new planned high-speed rail platform, modernizing functions and increasing capacity. New elevators and restrooms are also part of the planned office redevelopment, slated to deliver in approximately summer 2023. Essential building core and shell improvements, tentatively scheduled to start in summer 2022, include masonry repairs, existing window refurbishment, installation of a new roof and mechanical, electrical and plumbing systems, as well as updates to elevators, stairs and ramps.Ĭurrently vacant, the station’s three upper floors will be refurbished for new office use, able to accommodate a single anchor tenant or multiple users. Through adaptive reuse, the Penn Station Partners development team will respect the historic character of the station while introducing a modern sensibility. The facility will serve as the catalyst to transform surrounding vacant land owned by Amtrak into a mixed-use, transit-oriented development with up to one million square feet of new office, retail and residential space. The redevelopment project is designed to expand and modernize the historic landmark to better accommodate passenger growth, significantly improve the customer experience and create a revitalized civic space that is woven into the fabric of the community. Hosted by Amtrak, the station owner, and Penn Station Partners, the station Master Developer, the ceremony included Federal Railroad Administration Deputy Administrator Amit Bose, Governor Larry Hogan, Mayor Brandon Scott and other state and local officials and community members. In order to ensure it continues to meet the needs of travelers and the city, ground was broken in October 2021 for a large scale redevelopment of the station and adjacent parcels of land, as well as a platform expansion project as part of Amtrak’s $150 million investment to improve the customer experience and grow passenger rail. The station is a vital intermodal center with MARC commuter rail connections to Washington, D.C., and Perryville, Md., and easy access to the city’s light rail and bus systems. North Charles Street, which runs along the station’s beautifully landscaped front plaza, leads downhill to distinctive areas such as the gracious Mount Vernon neighborhood, populated with celebrated cultural institutions including the Walters Art Museum and the Peabody Conservatory of Music the central business district marked by skyscrapers and the popular Inner Harbor, home to the National Aquarium, historic sailing ships, and a bevy of shops and restaurants with magnificent views of the waterfront including the famous red neon “Domino Sugars” sign.
